Help Create An Innovation Agenda For The Next Administration

Darrell West of the Governance Studies program of the Brookings Institution is seeking to crowdsource ideas, feedback and insights into how the government can promote an innovation economy.  The results of this effort may go into an eventual report put out by West for new members of the next Administration.  Below this post, we've pre-loaded an initial list of 96 different possible agenda items, as prepared by West, for an innovation agenda, covering a variety of proposals touching on these topics:

  • the building of digital infrastructure
  • the promotion of entrepreneurship and economic development
  • improving productivity in the private and public sectors
  • improving education and workforce development
  • strengthening creativity and invention
  • improving university commercialization
  • improving decision making through data analytics
  • protecting digital assets
  • harmonizing cross-border laws to promote the digital economy
  • promoting socially responsible innovation

Now we need your help:

  1. Read through the list of items listed below this post
  2. Vote (up or down) on the items, based on the priority you believe they deserve
  3. Comment on individual items, with suggestions, thoughts, information, clarifications, etc.
  4. Respond to others' comments and discuss the various ideas being proposed

Yes! The harm done to innovation by patenting in these areas is well-documented. This is a measurable goal - we'll know when it happens. Everyone vote this one up!

Promote freedom of digital expression around the globe

@mmasnick I voted against this because it trivially becomes do-as-we-say-not-as-we-do.
@mlinksva true, though, that's not necessarily the case.  Also, if we're promoting it around the globe, it also creates social pressure if we aren't living up to it ourselves.
@mmasnick Do we get into challenges of national sovereignity?

And there's probably some nuances to this? Is hate speech okay? Discriminatory speech? How do we promote this? What do we do if that freedom is not permitted in a region? Sanctions against China?
Vague. When the time comes to say, How'd you do? credit for doing this can neither be given nor denied. Not very close to innovation. More of a civil liberties thing.
@mmasnick I'm doubtful there's much pressure created if US not living up to what it preaches. The world would be a different place if that effect were non-negligible. I suspect digital freedom is much like other forms of liberalization: the useful stuff is done autonomously (cf trade barriers: 2/3rds of reduction unilateral, but you only hear about the 1/3rd via regional and multi-lateral agreements, which also tend to be problematic in any number of ways).

Relax the language of “exceptional circumstances” in 35 USC 202[a][ii] to allow agencies to federal agencies to “limit or cancel the rights to inventions” on a less narrow set of circumstances, emphasizing the part of the current text that one goal of the Act is to promote “free competition and enterprise.”

Discourage nations from requiring that cloud data be stored within their own geographic boundaries

How about making this specific: No U.S. gov policy requiring this, and pursue foreign government's requirements to this effect as violating trade agreements. (Don't know enough to say which...)

Are 401(k)'s and Roth IRA's not portable? What's the problem this aims to fix? I'm aware of labor mobility being reduced by the employer tax break for health insurance, but not retirement benefits.

@mmasnick In theory, this sounds like a good idea.  In practice, there are all sorts of unintended consequences.  Look up "eduflation" sometime to see what making college education more widely available has already done to our society.
What are the barriers between high school and college? Graduating? (I'm for keeping it...)

Also, education is not a federal government responsibility.
